The Ekiti State AIDS Control Agency (EKSACA) started as a committee which was set up by the first Executive Governor of Ekiti State in 2001in response to the Federal Government directive with its base at the Governor’s office. Ekiti State Government thereafter inaugurated the State Action Committee on AIDS (SACA) as a multisectoral institutional framework that harnesses the activities of various agencies and constituencies working on HIV/AIDS. The Chairman of Ekiti SACA is the Executive Governor of the State. At the time of inauguration, Otunba Niyi Adebayo appointed his wife, Erelu Adebayo as Chairperson of EKSACA, during the administration of Mr. Ayo Fayose, he equally appointed his wife, Mrs. Fayose as Chairperson of EKSACA, the brief emergency tenure of Gen Olurin also saw him appointing his wife as Chairperson of EKSACA. In 2007, the office was put under the Chairmanship of the then Deputy Governor of Ekiti State, Alhaji Tae Lawal.On the assumption of this present Administration,
Her Excellency, the wife of Executive Governor, Erelu Bisi Fayemi became the Chairperson.
EKSACA is officially located within the Governor’s office although it has its separate functional office temporarily situated within the Old Government Technical College, Ado Ekiti.
Ekiti SACA was multisectoral in its composition. It has 35 members which include representatives of the line ministries like Health, Education Women Affairs, Agriculture, Finance, Justice, etc. It also consists of representatives of Non Governmental Organisations, Community Based Organisations, Faith Based Organisations, People living with HIV/AIDS, Youth, Uniform Men and media representatives. The mandate of the Ekiti SACA is to coordinate all the activities of major stakeholders in the areas of HIV/AIDS. EKSACA Agency bill was signed into law ` by His Excellency, Dr. John Kayode Fayemi on 21st of January, 2011.
EKSACA through its technical arm, the State Project Team (SPT) provided both the public and private sector organisations with technical and financial support. It coordinated various activities and works with the stakeholders in the prevention of the spread of HIV and mobilises care and support for People living with HIV/AIDS and People Affected by AIDS. It also assisted in mobilising resources and initiating policies necessary for effective interventions in the State.
EKSACA has also supported in strengthening the capacity of stakeholders such as CSOs, HIV Local Government Action Managers, Media practitioners and HIV/AIDS desk officers of line ministries on programme management, BCC, report writing, M&E and advocacy.
To strengthen the capacity of stakeholders and the SPT on HIV/AIDS, EKSACA supported some stakeholders and SACA members to attend national and international conferences including technical meetings such as ICASA 2005, NACA/SACA Forum, National AIDS Council Meetings, and the National HIV/AIDS Summit. EKSACA also supported the commemoration of the annual World AIDS Day.
Ekiti State Government joined the World Bank HIV/AIDS Programme Development Project in 2006 like other States of the Federation to scale up the State HIV/AIDS response. This has led to an unprecedented achievement in our effort to prevent the spread of the virus and ensuring qualitative care and treatment for our People Living with HIV/AIDS.
We are happy to report that the State HIV prevalence rate of 3.1% in 2003 has declined to 1.0% in 2008 as a result of the World Bank IDA credit intervention.( though rose slightly again to 1.4% in 2010)
